Indian Energy Market Glossary

APM (Administered Pricing Mechanism)

The government-regulated benchmark price for natural gas produced from legacy nomination fields (allocated to ONGC and OIL India). Under the Kirit Parikh Committee guidelines adopted in April 2023, the monthly APM gas price is set at 10% of the Indian Crude Basket with a statutory floor of $4.00/MMBtu and an escalating ceiling of $7.00/MMBtu on a Gross Calorific Value (GCV) basis (currently at its $7.00/MMBtu ceiling).

HPHT (High Pressure High Temperature) Gas

Domestic natural gas produced from difficult, deepwater, ultra-deepwater, and high-pressure/high-temperature discoveries (e.g., Reliance-bp KG-D6 and ONGC KG-DWN-98/2). Governed by a bi-annually revised ceiling price calculated by the Petroleum Planning & Analysis Cell (PPAC) based on the landed cost of fuel oil, naphtha, and imported LNG.

CGD (City Gas Distribution)

The regulated network retailing natural gas to vehicular, residential, commercial, and industrial consumers across defined Geographical Areas (GAs). In FY 2025–26, CGD overtook fertilizer to become India's #1 natural gas consuming sector at over 55 MMSCMD (35% market share).

CNG (Compressed Natural Gas)

Natural gas compressed to 200 to 250 bar (kg/cm²) for storage and dispensing into automotive vehicles (cars, auto-rickshaws, and buses). CNG provides significant operating cost savings and reduced emissions compared to diesel and petrol.

PNG (Piped Natural Gas)

Natural gas supplied through a reticulated pipeline network directly to end-consumers. Categorized into PNG-Domestic (PNG-D) for residential kitchens, PNG-Commercial (PNG-C) for restaurants/hotels, and PNG-Industrial (PNG-I) for factory heating processes.

PNGRB (Petroleum & Natural Gas Regulatory Board)

The statutory regulatory body established under the PNGRB Act, 2006 to protect consumer interests, regulate natural gas pipelines and city gas distribution networks, grant infrastructure marketing and network exclusivities, and foster fair competition.

GA (Geographical Area)

A designated regional cluster of revenue districts or municipal limits authorized by the PNGRB for exclusive CGD infrastructure buildout through competitive bidding rounds (Bidding Rounds 1 through 12). Over 300 GAs now cover >98% of India's population.

MWP (Minimum Work Programme)

The mandatory infrastructure buildout commitments submitted by a winning bidder to PNGRB. Includes target inch-km of steel pipeline, number of operational CNG compression stations, and domestic PNG connections to be completed over statutory 8-year milestones.

LNG (Liquefied Natural Gas)

Natural gas chilled to approximately -162°C (-260°F), shrinking its gaseous volume by ~600 times into a liquid state for long-distance transport via specialized double-hulled cryogenic tankers. India imports ~50% of its total natural gas demand as LNG.

FSRU (Floating Storage & Regasification Unit)

A specialized liquefied natural gas carrier ship capable of loading, storing, and regasifying LNG onboard using warm seawater heat exchangers, discharging high-pressure natural gas straight into the onshore transmission grid.

MMSCMD (Million Metric Standard Cubic Metres / Day)

The standard volumetric throughput measurement unit used across India's domestic natural gas industry. Measured at standard conditions of 15°C temperature and 1 atmosphere pressure. (1 MMSCMD ≈ 35.31 Million Standard Cubic Feet per Day / MMSCFD).

MMBtu (Million British Thermal Units)

The primary energy content measurement unit used for international natural gas and LNG trading contracts (1 MMBtu ≈ 1.055 Gigajoules or roughly 28.26 standard cubic metres of gas).

CBG (Compressed Bio-Gas)

Purified biomethane (>90% CH₄ purity) extracted from agricultural waste (paddy straw, pressmud), cattle dung, or municipal waste under India's SATAT (Sustainable Alternative Towards Affordable Transportation) initiative. Authorized for injection directly into CGD city networks.

IEX (Indian Energy Exchange)

India's dominant electronic power trading exchange, enabling transparent spot electricity price discovery across Day-Ahead (DAM), Real-Time (RTM), and Green Energy markets under CERC regulation.

DAM & RTM (Day-Ahead & Real-Time Markets)

DAM is a physical forward auction for electricity scheduled 24 hours prior to delivery across ninety-six 15-minute intervals. RTM executes half-hourly auction sessions closer to real-time to allow distribution companies to dynamically manage intermittent renewable variability.

Frequently Asked Questions

1. What is the APM gas price in India and how is it determined?

The APM (Administered Pricing Mechanism) gas price applies to nominated legacy domestic gas fields in India. Since April 2023, it is determined monthly at 10% of the Indian Crude Basket price, bounded by a statutory floor of $4.00/MMBtu and an escalating ceiling of $7.00/MMBtu under the Kirit Parikh formula (currently trading at its $7.00/MMBtu ceiling).

2. What is the difference between CNG and PNG?

CNG (Compressed Natural Gas) is natural gas compressed to 200–250 bar pressure and dispensed into automotive fuel tanks. PNG (Piped Natural Gas) is delivered at low pressure (<1 bar) via underground MDPE and steel pipelines directly to kitchen stoves, commercial kitchens, and industrial burners.

3. What does MWP mean in Indian CGD bidding?

MWP stands for Minimum Work Programme. It represents the binding statutory commitments made by a winning CGD bidder to the PNGRB — including steel pipeline length (inch-km), CNG compression capacity, and domestic PNG domestic meter connections within specified timeframes.

4. What is HPHT gas in India?

HPHT (High Pressure High Temperature) gas refers to offshore discoveries from deepwater, ultra-deepwater, and high-pressure reservoirs (such as Reliance-bp's KG-D6 and ONGC's KG-DWN-98/2). Producers have marketing freedom subject to a bi-annually revised price ceiling computed by PPAC.
